The government has stepped back from awarding fresh oil-fired power plants due to higher generation costs and the volatile international oil market, a top government official said.
"We have no plan to award more oil-fired power plants at least for now," Bangladesh Power Development Board Chairman ASM Alamgir Kabir told the FE Saturday.
He, however, said the already awarded oil-fired power plants will continue operation until completion of their respective tenures.
Amid fast-depleting natural gas resources, the government had launched a drive to increase oil-based power plants from mid-2010, commissioning nearly three dozen new oil-based power plants to be built by 2012, he said. "With the commissioning of new oil-fired power plants the electricity crisis across the country has been eased significantly," said the BPDB top boss.
"We have now moved to generate electricity by the less expensive coal, nuclear and natural gas-fired power plants," he said.
Electricity generation from renewable energy and dual-fuel power plants is also in our long-term planning, said Mr Kabir.
The country currently has 19 new privately owned rental and quick rental oil-fired power plants, with a combined capacity of around 1,800 mw.
Of the new plants nine are diesel-fired and the remaining are furnace oil-fired.
By mid-2012 nine more oil-based power plants -- both private and state-owned -- are set to come online, with a total capacity of 630 mw, and six more will come up by the year-end, he added elaborating the plan.
The oil-fired power plants have different tenures - three years, five years and fifteen years - depending on their contracts.
To run the new oil-fired power plants, Bangladesh's oil product import rose significantly resulting in immense fiscal pressure on the country's overall economy.
The state-run Bangladesh Petroleum Corporation (BPC) projected that it will require around Tk 460 billion in the current fiscal year (FY 2011-12), up 53 per cent from that of the previous fiscal year, to import 6.50 million tonnes of oil products.
In FY 2010-11, BPC imported 5.10 million tonnes and in FY 2009-10 it imported 3.75 million tonnes of oil products.
BPC estimates that around 2.0 million tonnes of oil products -- 1.2 million tonnes of furnace oil and 800,000 tonnes of diesel -- will be required only to run the private oil-fired power plants in 2012.
Bangladesh's overall electricity generation is now hovering around 5,000 mw against the demand for over 6,500 mw.
With the commissioning of new oil-fired power plants, contribution of such plants now rose to around 27 per cent of the total output from around 7.0 per cent, Mr Kabir said.
To facilitate import of the increased quantity of oil products from the international market BPC had to arrange 37.93 per cent more loan worth US$ 2.0 billion from the International Islamic Trade Finance Corporation (ITFC), the lending arm of Islamic Development Bank (IDB). In the previous year the amount was $ 1.45 billion.
BPC had to enter into its first-ever deferred payment scheme with Malaysia's state-owned Petronas and the Philippine National Oil Company for its refined oil product purchases for one year until September 2012.
The interest rate for the first six months of the deferred payment scheme for October 2011 to March 2012 deliveries was set at around 5.05 per cent per annum.
Recently Bangladesh also allowed the privately owned power companies to import oil products independently to fuel their power plants under a new provision to ease extra load on BPC.
The government had to raise the petroleum prices by up to 42.85 per cent only in last calendar year (2011) in four separate hikes to offset the mounting losses of the BPC out of the increased oil demand.
BPDB's electricity supply costs also soared due to implementation of the oil-fired power plants.
BPDB, the lone buyer of electricity from power companies, purchases electricity from furnace-oil fired power plants at around Tk 7.0-8.0 per unit (1-kilowatt-hour) and from diesel-fired power plants at around Tk 13-14 per unit.
While purchasing, the costs of electricity from gas-fired and hydro power plants are below Tk 3.0 per unit.
With the rising purchasing costs, the bulk electricity supply cost will increase to Tk 4.86 per unit by the end of FY 2011-12, BPDB projected earlier.
The bulk electricity supply cost of the BPDB was only Tk 2.62 per unit during FY 2009-10, BPDB said.
The energy regulator increased power tariff for bulk and retail consumers several times to reduce losses of the state-owned power entities.

ScienceDaily (Feb. 17, 2012) ? A new study led by the University of North Carolina at Chapel Hill found significant differences in brain development starting at age 6 months in high-risk infants who later develop autism, compared to high-risk infants who did not develop autism.
"It's a promising finding," said Jason J. Wolff, PhD, lead author of the study and a postdoctoral fellow at UNC's Carolina Institute for Developmental Disabilities (CIDD). "At this point, it's a preliminary albeit great first step towards thinking about developing a biomarker for risk in advance of our current ability to diagnose autism."
The study also suggests, Wolff said, that autism does not appear suddenly in young children, but instead develops over time during infancy. This raises the possibility "that we may be able to interrupt that process with targeted intervention," he said.
Joseph Piven, MD, director of the CIDD, is senior author of the study.
The study was published online on Feb. 17 at AJP in Advance, a section of the website of the American Journal of Psychiatry. Its results are the latest from the ongoing Infant Brain Imaging Study (IBIS) Network, which is funded by the National Institutes of Health and headquartered at UNC. Piven received an NIH Autism Centers of Excellence (ACE) program network award for the IBIS Network in 2007. ACE networks consist of researchers at many facilities in locations throughout the country, all of whom work together on a single research question.
Participants in the study were 92 infants who all have older siblings with autism and thus are considered to be at high risk for autism themselves. All had diffusion tensor imaging -- which is a type of magnetic resonance imaging (MRI) -- at 6 months and behavioral assessments at 24 months. Most also had additional brain imaging scans at either or both 12 and 24 months.
At 24 months, 28 infants (30 percent) met criteria for autism spectrum disorders while 64 infants (70 percent) did not. The two groups differed in white matter fiber tract development -- pathways that connect brain regions -- as measured by fractional anisotropy (FA). FA measures white matter organization and development, based on the movement of water molecules through brain tissue.
This study examined 15 separate fiber tracts, and found significant differences in FA trajectories in 12 of the 15 tracts between infants who did develop autism versus infants who did not. Infants who later developed autism had elevated FA at six months but then experienced slower change over time. By 24 months of age, infants with autism had lower FA values than infants without autism.
"This evidence, which implicates multiple fiber pathways, suggests that autism is a whole-brain phenomenon not isolated to any particular brain region," Wolff said.
Eighteen researchers are listed as co-authors of the study. Study co-authors with UNC affiliations include Wolff, Piven, Hongbin Gu,PhD; Guido Gerig,PhD; Jed T. Elison, PhD; Martin Styner, PhD; Geraldine Dawson, PhD and Heather C. Hazlett, PhD. Other institutions and organizations that took part in the study include the University of Utah, Washington University in St. Louis, University of Washington, McGill University, Children's Hospital of Philadelphia and the University of Alberta.
In addition to funding from the NIH, the IBIS Network receives support from Autism Speaks and the Simons Foundation Autism Research Initiative.

South Korean teens, the primary target of their homeland's lawmakers, enjoy PC games.

The South Korean government is considering another law to further curb rampant game playing and Internet addiction among its youth. Dubbed the "Cooling Off" system, it aims to regulate the amount of time a student get to spend with video games in a 24-hour period.
If passed, it will join the "Shutdown Law," in effect since last November, which also targets gamers age 16 and under, but is far more restrictive in that it prohibits gaming between midnight and 6 a.m.
The primary aim of Cooling Off, like the Shutdown Law, is to prevent school bullying and suicides, which has been attributed to gaming and Internet addiction as a whole in the country. Internet addiction, in particular, has been a primary concern for a number of years.
In addition to the psychological and physical impact that rampant online gaming has had on some youths, there have also been reports of deaths associated with gaming not just in South Korea, but various other parts of Asia, including an incident in Taiwan earlier this month.
Fear about rampant gaming is nearly universal among parents, educators, and legislators. American lawmakers have tried to pass somewhat similar laws, which are not nearly has hard-hitting, but they have not been successful.
Lawmakers, in general, have been unable to provide any scientific proof that links gaming and any supposed ills. But this hasn't stopped South Korean legislators.
As Kotaku?explains it, the Cooling Off system will cause a game to be shut down automatically after two hours of being played. Gamers can log back in, but only after 10 minutes to "rest," and only once per 24 hours. It was not specified how long the second session will last, but it is presumed to be no longer than the initial time allotted.
In response, the Korean Wireless Internet Industry Association has stated that restrictive gaming privileges are not an answer, and mentions similar regulations imposed on comic books back in the 80s by South Korea, which aside from being ineffective, left the comic industry there in shambles as a result.
Considering how much revenue the South Korean gaming industry generates, many fear that the still-growing industry will suffer similar difficulties if the Cooling Off system goes into effect.

Vicki Marone: Finance?s main responsibility is to process all donations made to the Penn State Dance Marathon throughout the year, with the qualification of online donations. We never handle them specifically because it?s a credit card donation, but any other cash or check donation is touched by a Finance Captain before it is deposited to the Penn State Dance Marathon.
Check donations are far and away the largest time commitment. We get a lot of check donations because of the THONvelope campaign. THONvelopes are an extremely successful letter-writing campaign just because of the personal touch that goes along with sending someone that you know a THONvelope.
Otherwise, most of our cash donations come in throughout the year through fundraisers organizations do, like canning. That?s the other big responsibility of the Finance Captain Committee, which is to process and count all the money that comes back through Canning Drop Off the four Mondays after canning weekends. It?s called CDO, and it happens in the HUB. It?s a full day of money counting, and Finance Committee Members help out with that as well.
Finance Committee Members also help to enter checks in their meetings. That?s one of their main work responsibilities in addition to just being a THON Committee Member, which is pretty consistent across all committees.
My role is to oversee all the parts. Donations to THON come in through a multitude of avenues. I also oversee where THON spends money because we absolutely have expenses. When the Summary of Fundraising Activities is released for 2011, you can see all the ways that we spent money last year. Katherine, the Finance Overall of 2011 oversaw all those expenses, but I created the Summary of Fundraising Activities for THON 2011. THON has a budget ? that information is never released ? and all of the committees are told in advance what they need to spend money on; we absolutely keep our expenses to a dead minimum. Our donation ratio was about 92% last year, and this year it is higher. The American Institute of Philanthropy defines an extremely efficient philanthropy as someone who can donate 75% of their revenues to a charity, and we donate over 90%.
OS: What made you want to take on the position of Overall of the Finance Committee?
VM: I knew that I wanted to last year after seeing Katherine do it. The impact she had on me, I wanted to have on other Finance Captains and the THON community in general. Since my freshman year I have been extremely passionate about THON, and wanted to give back and do more. The first question on basically all the applications for THON positions is ?Why do you want to be in this position?? and doing more was always my mentality. It?s standing there THON Weekend, and you look back on what you did that year, and you?re like, ?You know what, I wish I could have done more. I wish had given more time, more of myself.?
OS: What are you looking to change/do differently this year with the Finance Committee to help improve it?
VM: Something that?s going to change, in general, is that the THON Store is going to be operating more as its own business this year, which is exciting.
We?re also making an effort with DAR [Donor & Alumni Relations] and Finance to track data better, in all senses of numbers, volunteers, and stuff like that. We have a new focus group called Data FG ? Data Focus Group, not that exciting of a name ? made up of captains and overalls to really make an effort to track of numbers as they come back in.
OS: What moment or moments are you most looking forward to during this upcoming THON year? Be as specific or vague as you want.
VM: I think the best moments of THON creep up on you when you least expect it, and that?s kind of the beauty of people?s favorite THON memories. That it was kind of a one-off thing that just happened to them; a child did something or something happened that was fantastic. But I don?t think I can anticipate that.
Something I am definitely looking forward to is revealing the theme for THON 2012, and seeing Penn State?s, and all of our volunteers? reaction to it because I think it?s very indicative of what we as an Overall Committee want to see as the vision for THON 2012.
OS: Why do you THON?
VM: I am passionate about helping people, and I always have been. In my life, I have always been involved in service, and this is such a unique opportunity to truly impact the lives of families and children who are real, and who you can talk to, and who you can get feedback from. It?s a little bit different than donating to a charity, which is gratifying in itself, but this is gratifying in so much more of a tangible way. As a 21-year-old college student, to truly have an impact on others is something that very few other 21-year-olds in the country ? in the world ? have.
And cancer affects everyone. Cancer has affected my family, so I THON for my family members as well.
